Steven E. Boehmer | Principal

Steven E. Boehmer is the firm’s Managing Partner and head of the litigation unit. He is also General Counsel for the Lakeside Fire Protection District. He has been engaged in general civil litigation since 1989, and specializes in public agency litigation.

Steve has extensive experience in civil litigation in state and federal courts and has successfully completed in excess of thirty jury trials. He has handled cases on a variety of subjects including public agency contract disputes, dangerous conditions of public property, civil rights, inverse condemnation, wrongful termination, discrimination (under state and federal law), construction defect, and ADA.

Some of the public agencies that Steve has represented in litigation include Coronado, Del Mar, El Cajon, Imperial Beach and Poway. In addition to representing the firm’s public agency clients in litigation matters, Steve also provides litigation services to Metropolitan Transit System and SANDAG. Steve also works proactively with public agency officials and risk managers, advising them regarding liability and damages issues.

Steve’s successful litigation record involves many cases resolved for his clients with a favorable verdict after trial, dismissal through early motion practice, or reasonable or minimal settlement. Some of his success stories include the following:

Gessner v. City of Solana Beach. Steve successfully obtained a defense verdict in favor of the city after jury trial in a case seeking over $1,000,000 in damages for inverse condemnation.

Tolbert v. City of El Cajon. Steve obtained a defense verdict after jury trial for the City of El Cajon in this case involving a $15,000,000 claim for inverse condemnation, dangerous condition, nuisance and trespass arising from a major landslide.

Gibbs v. City of Del Mar. Steve successfully defended the city in a case involving a disability discrimination claim.

Swiney v. City of El Cajon. Steve successfully obtained defense verdict after jury trial in a case involving a gender discrimination claim.

Foley v. City of Coronado. Steve obtained a favorable settlement reached for City of Coronado in civil suit for negligence and excessive force related to shooting of former San Diego Charger Steve Foley by off-duty Coronado police officer.

Adebayo v. Metropolitan Transit System. Steve obtained a defense verdict after jury trial in this case involving a claim of civil rights violation/excessive force against MTS code compliance inspectors.
