Cory R. Lacy | Associate

Cory R. Lacy is an Associate Attorney in the Firm’s Municipal Law department. He currently serves as the Assistant City Attorney for the City of La Mesa and advises the La Mesa Planning Commission. He also serves as the Assistant City Attorney for the City of El Cajon and Deputy City Attorney for the City of Imperial Beach.

Cory specializes in planning and development issues, land use, public sector labor and employment, real estate acquisition, code enforcement, public utility rate setting, open meeting laws, public finance, conflicts of interest, homelessness and housing, contracts, First Amendment issues related to the freedom of speech, and Public Records Act requests.

Cory has also represented many municipal, business, and individual clients’ interests through all stages of litigation from initial investigation work to trial. He has extensive experience in matters involving civil rights violations, premises liability and dangerous conditions of public property, code enforcement actions, property damage, development permit disputes, and Brown Act violations.

Prior to joining the Firm, Cory represented various municipalities, special districts, school and community college districts, in addition to serving as Southern California and Nevada regional litigation counsel for one of the largest pharmacy chains in the world, in matters ranging from pharmacy malpractice and wrongful death to premises and trucking liability.
